It is proved that for regions with a high level of clustering further development of clusters leads to higher welfare in the region. It is concluded that the level of cluster development in Russian regions does not yet reduce the social vulnerability of their inhabitants.</p></abstract><trans-abstract xml:lang="en"><p>The article substantiates the existence of a new effect of clustering of the region, characterized by a decrease in the level of social vulnerability and allowing to increase the level of competitiveness of the region.
