The paper offers a comprehensive toolkit for assessing the commercial potential of university development based on the use of reference values of the minimum permissible estimates. The distinguishing feature of the toolkit is a phased implementation of the evaluation procedure according to the criteria characterizing the level of technological maturity and commercial development potential. It ensures reliable screening of technologically immature and/or commercially unattractive ideas.
