In the article examined, to the poverty of population, caused as a result of subzero sizes of acuestss, unemployments of considerable part of population and existence of large number of scanty means citizens, in particular in rural locality. Offered an author strengthening of role of the state by systematic estimation of activity of public and organs of local self-government authorities. Thus marked that, charges of the state on social defence of having many children famil`ies it is necessary to examine as investments in the future.
