Innovative activity in modern conditions is one of the determining factors of competitiveness of enterprises. The significance of this factor, as the study showed, increases in the conditions of growing turbulence of the business environment. The achievement of high efficiency of innovative activities through a state incentive of doing it impossible. It is necessary to create an effective system of incentives for the enterprises themselves, increase the interest of their management and owners in the conduct of innovation. The article proposes the directions of improving its organization, focused not only on increasing innovation activity, but also the efficiency of enterprises as a whole.
