The article considers the obstacles that prevent increasing the level of efficiency of using regional assets in the context of the system implementation of the concept of lean production at the regional level on the example of the Belgorod region and identifies some ways to overcome them. The aim of the research is to study the problems that hinder the growth of the efficiency of using regional assets. Methodology. As part of the research conducted by the author of the article: a critical analysis of the implementation of the national project «Labor Productivity and employment support» in the Belgorod region was carried out; domestic and foreign experience in implementing lean manufacturing technologies was summarized. In the course of the study, the author obtained the following results: there were identified the problems that prevent improving the level of rational use of the territory's assets when implementing the concept of lean production in the production systems of economic entities at the regional level; there were formulated some practical recommendations for the system implementation of the concept of lean production at the regional level. Rational use of the territory's assets through the systematic implementation of the concept of lean production at the regional level is impossible without the formation of an appropriate lean environment. The components of the lean environment of the region, key factors and principles of its formation were identified.
