The present work is an attempt to define the conditions, models and factors determining the effectiveness of the integration of the higher education system of the Russian Federation in the globalizing market of educational services. The authors have identified and analyzed a number of conditions that make up the basis for the higher education institutions functioning at the regional and international levels, on the one hand, and predetermine the integration, on the other. The paper describes the models implemented in the higher education system of our country, within which the development and implementation of joint educational projects is carried out. In addition, the authors analyze the nature and the content of the factors that have the strongest and the most significant effect on the functioning of the international market of educational services in the system of higher education at the present stage of its development
