Sustainable development of rural areas requires a clearly defined methodology for assessing the effectiveness of municipal government, taking into account socio-economic indicators. In the present realities, local governments have to search for new forms, methods and channels of interaction in order to ensure the improvement of the well-being of the population. This directly actualizes the issue of local government performance and the importance of the problem of choosing evaluation methodology. The aim of the scientific research is to identify the best methodology for analyzing the performance of the municipality as the main factor of stable development in the current conditions. The aim is concretized in the set tasks: to study theoretical aspects of "municipal governance" and "municipality effectiveness" concept; to study legal base on the problem; to analyze available approaches to the method of local government analysis and to identify the most acceptable in existing conditions. The object of the study is a municipal entity. In a role of a subject of research is a way of performance of local authorities. The article presents the analysis of scientists' opinions on the concept of «municipal government» and «municipal education efficiency». Particular attention is paid to the generalization of different approaches to the analysis of the effectiveness of municipal education, identifying the pros and cons. The normative and methodological basis for the analysis of the effectiveness of municipal management is presented. Theoretical and practical significance of the study is that the results are focused on the rationalization of the system of analysis of the performance of local government as the basis for improving the welfare of the population and as a consequence, the sustainable development of the territory. The recommendations proposed by us can be used by the authorities of the subjects of the Russian Federation in the process of making decisions to improve the performance of local government, in the development of socio-economic indicative indicators.
