The construction of factors and features of the formation of human capital depends on various conditions, including the uneven digital development. Due to the change of technological patterns, the formation and development of human capital is in inverse relationship with the influence of digital transformation, and human capital acts as a priority vector in the development of regions and their network interaction.

We have identified the following factors: factors of intellectual development of regions under the influence of digital transformation, socio-economic factors, information and communication factors. It was determined that digital transformation allows you to create such a feature as the construction of a collaboration. Due to this feature, in the context of the center-peripheral spatial network interaction, an interactive community of regions and delocalization of components is formed among the regions. Latency, an increase in the openness of an open society, and the demonstration of a network society as a global system were highlighted as separate features of the formation and development of human capital. The object of the study is the main factors and features of the formation of human capital. The subject of the scientific article is the process of identifying the main factors and features of the formation and development of human capital.

The purpose of this article is to identify and study the main factors and features of the formation and development of human capital in the context of the center-peripheral spatial network interaction. It is the determination of specific factors and features of the formation and development of human capital that is the task of the study.

The formulation of the research problem: the formation and development of human capital in the context of the center-peripheral spatial network interaction act as a productive force, and those factors and features of its formation and development create the level of human capital, which acts as an indicator that allows assessing the overall socio-economic situation of the development of regions in modern conditions.</p></abstract><trans-abstract xml:lang="en"><p>The article presents the main factors and features of the formation and development of human capital in the context of the center-peripheral spatial network interaction.
