Investments are an integral part of any type of economy, both market and any other. Without investment, production development is impossible. Investments can be either private or public. State, budget investments play a special role in the economy of the Russian Federation as a whole, as well as at the regional level.

The article traces trends in the field of investment relations between the federal center and the region (using the example of the Rostov region). The general dynamics of investment in fixed capital of the Rostov region was considered, the involvement of the federal budget of the Russian Federation in the share of investment in fixed capital in general, as well as by regions of the Russian Federation, was analyzed, with special attention to the Rostov region. This study also examined the structure of investments in fixed capital in the Rostov region and the sources of their formation.

As a result of the study, it was found that the Rostov region is currently in the priority group of federal subjects. In 2023, it became the owner of unprecedented cash flows from the federal budget into the economy over the past decade.</p></abstract><trans-abstract xml:lang="en"><p>The desire for development and improvement is always inherent in investment activities.
