At the same time, the region faces a number of economic, social and environmental problems that affect the efficiency and sustainability of manufacturing industries. These problems include: low level of investment attractiveness, shortage of qualified personnel, outdated technologies, as well as the influence of external economic factors and global trends. The implementation of the proposed measures to support the creation of favorable conditions for the development of manufacturing industries in the region (using the Vologda region as an example) contributes to economic growth due to: increased competition in the market, increased diversification of production, including through high-tech products, which leads to an increase in the quality of manufactured goods and services, as well as an increase in the efficiency of production processes. The scientific novelty is as follows:

&amp;ndash; the contribution of manufacturing industries to the economy is determined (using the example of the interaction of manufacturing industries with other types of economic activity in accordance with OKVED);

&amp;ndash; groups of conditions influencing the development of manufacturing industries in the region were systematized (territorial, financial and economic, market, social and labor, scientific and technological, and legislative and tax);

- an assessment of the current conditions in which manufacturing enterprises operate was conducted (an expert interview of representatives of enterprises, scientific and educational activities, as well as the infrastructure for supporting manufacturing industries in the region has been compiled and conducted);

- the main problems hindering the development of manufacturing industries in the Vologda region were identified (low level of investment attractiveness, shortage of qualified personnel, outdated technologies);

- scientifically based measures were provided to create favorable conditions for the development of manufacturing industries in the region (modernization of the program of financial support for manufacturing industries aimed at updating fixed assets and introducing a one-time payment for highly qualified workers attracted from other regions).</p></abstract><trans-abstract xml:lang="en"><p>The Vologda region is one of the industrially developed regions of Russia, ranking 3rd in terms of volumes of shipped goods of manufacturing industries among the regions of the Northwestern Federal District.
