The article discusses the current issues of defining the model for the creation and functioning of university campuses in Russia, and examines the indicators, criteria, and features of assessing the effectiveness of campuses in the context of uncertainty in the financial support of education development projects. The relevance of the study is determined by the need to find more rational sources of funding for campus projects in the interests of the state, the population, businesses, and educational institutions. At the same time, the commercial efficiency of campus creation and development projects should be achieved with a balanced level of social effects in the regional economy.
