Based on the analysis of statistical data and regulatory initiatives (including the Concept of the Ministry of Economic Development and measures of the Central Bank of the Russian Federation), key problems are identified: legal uncertainty of the status of platforms, risks of monopolization, vulnerabilities of data protection and social consequences of platform employment; proposes a comprehensive approach to assessing the effectiveness of regulatory measures, taking into account the need to balance between stimulating innovation and protecting public interests; outlines the prospects for the development of &amp;quot;flexible regulation&amp;quot; and harmonization of national approaches with international standards.

The article analyzes global experience in creating digital platforms and the risks associated with them. A comprehensive study of Russian and foreign experience in creating digital platforms enabled the authors to formulate the main requirements for such platforms and identify trends in their development.
