It allows the consumer to provide the most convenient and comfortable conditions for the purchase of goods and services, including price reductions and a wide range of additional offers.
Since 2016, Russia has been stimulating the development of competition in the markets of the social sphere and public services. There are road maps and annual monitoring of public satisfaction. However, according to the monitoring results, only a small part of the markets shows significant results. In most cases, the process has turned into the preparation of formal reports and an assessment of public satisfaction with certain services. The problem lies in the lack of mechanisms and methods for a real analysis of competition in the market, showing the degree to which the goal of competition development has been achieved, namely, public satisfaction with a particular service.
To provide a comprehensive assessment of competition, we propose the use of a coefficient of satisfaction with the price-quality ratio. This is calculated by dividing the excess of consumers who are satisfied with the price by the proportion of dissatisfied consumers, and then dividing this by a similar excess in quality. The coefficient can take both positive and negative values depending on the market situation. The target value of the coefficient tends to unity as the components involved in the calculation grow.
The study is based on the example of the market for the collection and transportation of municipal solid waste. For the selected market, data from several regions for 2021-2024 were analyzed and conclusions were drawn about the effectiveness of competition development in it. Only one of the studied markets, the Yaroslavl Region market, showed stable positive results.
