The authors note that the issue of food security is also important. The authors discuss the works of Russian and foreign scientists and then propose a general concept of the term &amp;laquo;import substitution&amp;raquo;. In the article, the experience of application of the import substitution policy of other countries is considered. Based on international experience, the authors propose a scheme of import substitution in Russia. The authors consider the consequences of the import substitution factors, such as the competitiveness of enterprises, product quality, and the development of small and medium business in the country. The article also examines the factors influencing the substitution: the supply of resources in the country, the conduction of foreign policy, government support policy of import substitution. The article analyses the data of the Federal Customs Service, which enabled to reveal a marked change in import, most notably a significant change in the engineering industry.</p></abstract><trans-abstract xml:lang="en"><p>In this paper, the authors consider the problems of the import substitution policy in the Russian Federation.
