Effective functioning of economy requires competition development. It is provided with existence and growth of small businesses. In foreign countries, small business has for a long time been an integral part of the economy and played an important role in its development. The contribution of small business in the Russian economy development is significantly lower than in other countries. The branch and territorial structure of small businesses is characterized by a high level of concentration. The article analyzes the changes in the structure of small business and the main criteria for its development. Recommendations about the increase in efficiency of its functioning are offered.
