Для повышения конкурентоспособности регионов, стимулирования экономического роста, диверсификации экономики и эффективного использования местных ресурсов необходимо развитие кластеров. Расширение деятельности территориальных кластеров позволяет сосредоточить усилия на перспективных отраслях субъектов РФ, укрепить связи между бизнесом, наукой и властью, а также привлечь инвестиции и технологии. В статье предложено формирование в регионах режима содействия развитию кластеров (кластерной активности) как комплекса целенаправленных мер государственной политики и институциональных изменений, направленных на ускоренное формирование, развитие и повышение конкурентоспособности территорий на основе партнерств и альянсов. Теоретически обоснованы компоненты регионального режима содействия развитию кластеров и механизма его формирования. Детализированы виды кластерной организации территориального пространства, уточнены формы организации кластерных партнерств в контексте концепции регионального режима кластерного благоприятствования.
In order to increase the competitiveness of regions, stimulate economic growth, diversify the economy and effectively use local resources, the development of clusters is necessary. The expansion of the activity of territorial clusters makes it possible to focus efforts on promising sectors of the constituent entities of the Russian Federation, strengthen ties between business, science and government, as well as attract investment and technology. The article suggests the formation of a cluster development assistance regime (cluster activity) in the regions as a set of targeted public policy measures and institutional changes aimed at accelerating the formation, development and improvement of the competitiveness of territories based on partnerships and alliances. The components of the regional cluster development assistance regime and the mechanism of its formation are theoretically substantiated. The types of cluster organization of the territorial space are detailed, the forms of organization of cluster partnerships in the context of the concept of a regional cluster-favored regime are specified.
