DEVELOPMENT OF PROCEDURES FOR COMPETITION ASSESSMENT IN REGIONAL MARKETS

The present work is an attempt to form a methodology for assessing the state of competition on the socially important and priority markets for goods and services. To date, there was adopted the Standard of Competition on the subject of the Russian Federation market. The Standard establishes the need for continuous efforts to promote and support competition in regional markets, and also creates the need to measure the levels of competition and the development of measures to stimulate its development. However, a common approach to assess competition in the regions of Russia until now has not been developed. The proposed methodology allows the authors to assess the level of competition in a particular regional market. As a result, it is possible to identify the markets with developed competition, the markets with insufficient competition, as well as the markets with underdeveloped competition on the basis of the proposed integrated assessment. The described technique was developed on the example of Ryazan region within the framework of the research project. It is assumed that the use of this technique is one of the stages in the development of competition in the regions.
