For the formation of a full-fledged motivational environment for the development of entrepreneurial activities, a tripartite interaction of business, society and the state is necessary. It is in the field of intersection of spheres of their interests that a kind of system of checks and balances of multidirectional interests of participants in this interaction is created, forming two and multilateral ties. The article provides a three-part comparative analysis of the motivational environment of entrepreneurship in Russia, the United States, Brazil and Germany, taking into account the attitude towards entrepreneurial activity, entrepreneurial attitude, and entrepreneurial intentions. The main similarities and differences in the development of entrepreneurship of Russia and foreign countries are revealed. It is concluded that for our country the most applicable is the experience of Brazil, where the state has taken a course to purposefully improve the image of entrepreneurship among the population of the country, and has been implementing a number of state programs to improve the business climate and entrepreneurial culture.
