THE IMPACT OF HUMAN CAPITAL EXPORT ON THE ECONOMIC DEVELOPMENT OF THE KYRGYZ REPUBLIC
Today, the topic of migration remains one of the global topics and the migration component is characteristic of each country. Nevertheless, many unresolved issues remain: legalization, refugee problems and others. Ministries and departments must now pay attention to some problems to regulate the export of human capital, for example, providing youth with opportunities for decent work and employment. The results of the study showed that the export of human capital provides a certain degree of economic activity in different countries, the export of human capital is influenced by the economic situation in the country, the level of education. In order to regulate the export of human capital, the state needs to develop a set of measures: the creation of an interdepartmental mechanism for migration policy, consider the possibility of providing a work visa for students. At the same time, we should take into account and apply the successful experience of foreign countries. As a result of this study, we can conclude that the export of human capital is most characteristic during periods of economic downturn. At the same time, the economic category of human capital has the cost of reproduction, development and modernization. This factor is especially evident when trained specialists return to the country and their further contribution to the development of the economy. The success of nation-states largely depends on how many highly qualified specialists a country can provide and maintain.
