METHODOLOGICAL SUPPORT OF MANAGEMENT OF REGIONAL SPATIAL AND BRANCH STRUCTURE DEVELOPMENT IN THE CONDITIONS OF TRANSITION TO DIGITAL ECONOMY
The article considers methodological approaches that ensure the management of regional spatial and sectoral structure development in the conditions of transition to a digital economy balancing of social, economic, environmental and institutional components of development with technological development ahead of the needs of the population and market demands on the basis of the created means of labour and knowledge, ensuring the reproduction and development of the noosphere in the given space-time boundaries. The considered approaches show the need for the design of economic structures with the subsequent design of economic mechanisms, while the design of social, ecological and institutional structures with the design of appropriate mechanisms should work in parallel. The task is multidimensional and is related to the processing of Big Data, which implies large-scale and deep digitalisation of management. The existence of work in this direction is confirmed by the ratings of the Russian Union of Industrialists and Entrepreneurs, which has included the parameters of compliance with the UN Sustainable Development Goals (out of about 200 ESG-reporting indicators) in companies' reporting from 2020. At the time of the study, Rosstat had processed less than half of the 248 indicators. To process such a number of indicators, it is advisable to apply the approaches of geometric theory of optimal control. The article gives an example of a possible application of Viviani's theorem for an equilateral triangle Socium-Ecology-Economy with equal sides, which is aimed at processing the parameters at sampling by means of the triad of matrices of paradigmatic, managerial and technological matrixes within the triunity "socium-economy-ecology", "organization – motivation – informatization" and "means of labour – objects of labour – labour", respectively, in the presence of appropriate amounts of data. In the author's opinion, the above methodological approaches with the transition from competition to competition in motivational terms will make it possible to realise the strategic transition through sustainable development to noonomics and noocommunity.
