IMPROVEMENT OF STATE REGULATION OF SPATIAL DEVELOPMENT OF THE LOCAL GRAIN MARKET
The article describes one of the current topics of state regulation of spatial development of the grain market. The development of the grain complex is the basis for further improvement of the country's agro-industrial complex and forms favorable conditions for the sustainable socio-economic development of the Russian Federation. The best use of the territorial length of the country and natural and climatic conditions for the production of grain products is a competitive advantage and an important factor in the spatial development of the activities of market entities whose interaction is localized in a certain territory. Grain production in the Russian Federation is significantly affected by natural and climatic conditions, which periodically leads to a decrease in gross grain harvest. It is also proposed to further increase the efficiency of state regulation mechanisms for the local grain market, namely: the establishment of preferential tariffs for grain transportation by rail, the implementation of state support measures in the form of reimbursement of part of transportation costs, customs and tariff regulation, which allows you to quickly smooth out external and internal imbalances in consumption and production, implementation of measures of state regulation of the domestic market. It is planned to improve the mechanism of state regulation of the spatial development of the grain market in the following areas: increasing the efficiency of grain market regulation, including at the regional level; possible use of levels of minimum guaranteed prices for basic cereals; reducing the volatility of the domestic market by regulating the volume of grain reserves available for domestic use; expanding the possibilities of exporting surplus grain that is not in demand in the domestic market; updating the grain of the federal intervention fund; drawing up "grain maps" in order to build high-tech zones; export development. The spatial organization of grain production will contribute to increasing the capacity of the grain market, while the development of modern infrastructure and the improvement of interregional ties and government regulation will increase the connectivity of territories, the physical accessibility of grain products and minimize the spatial differentiation of the provision of regions, as well as expand the geographical component of export.
