INSTRUMENTAL TOOLS FOR MODELING THE PROBLEM OF SELECTING THE BEST AVAILABLE TECHNOLOGIES
A key element in solving of environmental and resource-saving problems is the introduction of principles of the best available technologies which provide the restriction of the negative impact on the environment and the regulation of the activity of industrial enterprises bringing considerable environmental pollution. The problem is to determine which of alternative technologies is the most practical and economically advantageous in the case when there is evident preference for a particular technology. The application of traditional ecological-economic and economic-mathematical optimization models for a scientifically-motivated choice of the best technologies is very rare in modern researches. Therefore, it is a crucial problem to develop new tools allowing to successfully solve real-life weakly-structured problems of the best technologies choice with the data uncertainty being taken into account. We suggest a new instrumental set of tools for modeling and solving the problem of determining the best available technology.
