TRENDS IN PROVIDING RUSSIAN CITIZENS WITH RESIDENTAL PROPERTIES AND LAND PLOTS (CASE STUDY: PERM KRAI)

In this article, the author describes the current challenges in providing free housing and free land plots to low-income residents of the Perm Krai. It is emphasized that the waiting list for several free housing programs is moving very slowly. This is due to a lack of sufficient funds in the budget.

General scientific research methods indicate a trend toward an increase in the number of people in need of free housing. New solutions based on existing examples indicate the need to increase funding for existing programs. Local authorities can also monitor the provision of free housing. Modern monitoring measures make it possible to monitor the allocation of housing to joint-stock companies for all existing programs.

Theoretical problems with providing free housing are related to the lack of municipal housing construction. Regarding the provision of free housing within a given municipality, the author observes a trend toward growing waiting lists for participants in existing programs. Housing systems vary across municipalities. However, the common problems are similar: a lack of funds in budgets. The situation is particularly negative in rural areas for the "Rural Teacher" and "Rural Doctor" programs.

Housing construction should be initiated not only by regional authorities but also by municipalities. The development of municipal housing can begin not only with the construction of municipal residential buildings, but also with the construction of municipal dormitories. In addition to the general problem of providing free housing to the population, a program for municipalities to provide free apartments to all participants in the special military operation may be added in the coming years.
